Anthony Postiglione Jr says that In order to address the community’s housing requirements, leaders of a Fishtown neighborhood association established (NKCDC) in 1985.Our first ten years were spent restoring vacant homes, assisting with utility bills, preventing foreclosure, assisting first-time homebuyers, and providing other housing counseling services. In 1995, NKCDC was challenged to address additional quality-of-life issues through a neighborhood planning process. By working with the Pennsylvania Horticultural Society in 1996, NKCDC became the first organization in the region to use vacant land management as a method for revitalizing neighborhoods.

A program for economic development was added to the NKCDC in 1999 to help artists and business owners, encourage the growth of small businesses, and increase local employment opportunities. Philadelphia’s Division of Housing and Community Development’s Neighborhood Advisory Committee (NKCDC) was renamed the Neighborhood Advisory Committee for the Community in 2001.Through a pilot program run by the Pennsylvania Housing Finance Agency in 2005, NKCDC became the first organization to complete a multi-use funding initiative.
